What does Handicap on a Golf Scorecard mean?

I understand that individuals can have handicaps, but what does it mean when a golf scorecard has a handicap listing?

For Instance, Hole 1 is a 4 Par hole with a Men’s HCP of (11). What does this mean?

    I think that means anyone with a handicap of 11 or lower should get it in par. But I’m not sure.

    The course for men there is the course for men there is also womens handicap it is usually very similar but its little different because the womens tees are placed differently.
